Nerf: added a secondary effect that reduces the number of carried Bottles by -2.

Nerf: modified the reduces Bottle capacity to be fixed cap, allowing The Clown to carry just 1 Bottle.
- This change was motivated by an increase to the default number of carried Bottles by +2, which made this Add-on too strong in the PTB.
  This change now also brings it in line with the Iridescent Head Add-on for The Huntress.

Before the hard cap was added in Patch 7.6.0, the penalty to the Bottle capacity could be offset using Add-ons.
