He was The Doctor's mentor at Léry's and also the leader of a Dredge-fearing cult named The Fold.

The Fold
Stamper was the leader and founder of a cult known as "The Fold", which inhabited the Garden of Joy on the Withered Isle and feared a malevolent entity that could manifest itself through impure thoughts of malthink.
Their fear eventually did lead to the manifestation of said entity in the shape of The Dredge
.
Léry's Memorial Institute
He was Herman Carter's (The Doctor
) mentor at Léry's Memorial Institute, who taught him that "information is everything and knowledge is power".
As extracting information was Stamper's mission, he encouraged his protégé to go further and further and not consider the institute as a medical facility, but as a place to extract vital information.
He was ultimately reduced to a permanent vegetative state by his protégé, found in Carter's office with his head peeled open and an array of electrodes and sensors inserted into his "still working, but annihilated" brain.
